Right to Information & Accountability: New Challenges in the Digital Era

In theory, a right to information (RTI) should help citizens in holding the government to account. However, RTI in itself can be a limited tool and it may only work where many other institutions exist. The question then arises whether RTI is at all necessary if such institutions already exist. Even as governments embrace e-governance, and public opinion polls routinely publish the ‘pulse of the nation’, whether RTI confers any new rights on citizens and the extent to which such rights contribute to justice are among important questions that need further scrutiny. This seminar, featuring Dr P.B. Anand, Bradford University, aims to explore these and other questions based on reflections on some case studies.
